Every Municipality Moves at Its Own Pace
For any inground pool deeper than 24 inches, a building permit is required. Depending on where you live, approvals can take anywhere from three weeks to three months. Each municipality reviews applications at a different pace, and some involve multiple departments — including zoning, forestry, and conservation before a permit can be issued.
What Can Make the Process Take Longer
Every property is different, and some conditions can add extra steps before a permit is approved. Common factors include:

A current property survey showing lot lines, existing structures, and fences.

Nearby trees that require a protection plan or arborist review

Sloped yards that may need grading or drainage details

Your fence design is reviewed as part of the permit. It must meet current pool enclosure bylaws for height, materials, and gate safety. If updates are needed, the review process can take longer.
The Cost Factor
Permit fees typically range from a few hundred dollars to over a thousand, depending on the municipality. Some properties require refundable deposits for grading or municipal service protection, and additional drawings or engineering reports can increase costs further. While every property is different, it’s helpful to budget for permit fees and potential deposits early in the process.
